I'm guessing the little joints near the chest allow for head dodging left and right but don't allow for turning the head.

Probably only a little bit of movement. In the end aiming the guns left or right requires the user to literally move left and right. Otherwise you'll have the issue of the gun firing a little too close to the body or worse.

I'd figure there would be a safety deadzone for aiming that would cancel the movement of one gun to prevent close firing and that would also mean that the guns don't aim past a certain point.
